Africa spends billions of dollars annually importing fertilisers, yet the continent sits atop roughly 60% of the world's uncultivated arable land and holds significant deposits of the phosphate and nitrogen feedstocks that go into those same products. That structural contradiction is at the heart of a pair of arguments published this week in Kenya's Business Daily, which contend that price subsidies on imported fertilisers are a political palliative—not a development strategy—and that the continent urgently needs sovereign fertiliser production infrastructure.
The Business Daily's case against subsidy dependency is blunt: governments that artificially cheapen imported fertiliser are, in effect, subsidising foreign producers and locking smallholders into a supply chain they do not control. When global prices spiked after Russia's invasion of Ukraine in 2022—with DAP (diammonium phosphate) prices briefly surpassing $900 per tonne, more than double their pre-war levels—African farmers bore the brunt of a shock they had no mechanism to absorb or hedge. The editorial argument is that without domestic production capacity, no subsidy programme can insulate the continent from the next geopolitical disruption to global commodity flows.
The proposed alternative, laid out in a second Business Daily editorial, centres on building regional fertiliser security systems: investing in local blending plants, regional feedstock pipelines, and shared strategic reserves that can buffer price volatility. Morocco's OCP Group—the world's largest phosphate exporter, controlling roughly 70% of global phosphate reserves—is the obvious anchor for such a regional architecture, yet African countries remain marginal buyers of the finished products OCP ships, largely because downstream processing capacity on the continent is minimal.
The governance challenge is equally stark. African governments collectively channelled an estimated $7 billion into fertiliser subsidies in 2022-23, according to various agricultural finance trackers, yet farm-level fertiliser use in sub-Saharan Africa averages just 17 kilograms per hectare—against a global average closer to 135 kg/ha and an Asian average above 200 kg/ha. That gap explains chronic yield underperformance more than any single policy failure, and it will not close through cheaper imports alone.
Running parallel to the agriculture debate is a technology sovereignty argument emerging from South Africa. Writing for Africa Business Communities, a column attributed to President Ntuli argues that South Africa—and by extension Africa—cannot afford to be a passive consumer of artificial intelligence tools designed, trained, and governed elsewhere. The column calls for intentional national AI strategies that include local data infrastructure, continent-specific model training, and regulatory frameworks that reflect African legal and social contexts rather than simply importing EU or US governance templates.
The stakes are concrete. South Africa's digital economy contributed an estimated R537 billion (approximately $29 billion) to GDP in 2023, and AI adoption is accelerating across financial services, healthcare diagnostics, and logistics. Yet the large language models and computer vision systems being deployed are overwhelmingly trained on Western datasets, raising well-documented concerns about bias, accuracy on African languages—of which there are more than 2,000—and dependency on hyperscaler infrastructure priced in hard currency.
The two debates—fertiliser and AI—are structurally identical problems wearing different clothes. In both cases, African economies are buyers of finished intellectual or physical products whose underlying inputs (phosphate rock, training data, local agricultural knowledge, indigenous language corpora) exist in abundance on the continent but are not being converted into sovereign productive capacity. In both cases, subsidies or licensing deals with foreign providers offer short-term relief while deepening long-term dependency.
Why it matters: The arithmetic is unforgiving. At 17 kg/ha fertiliser application and AI models that cannot reliably parse Zulu, Amharic, or Hausa, African agriculture and African enterprises are competing at a structural handicap that no import subsidy or API contract can fix. The investors and operators who understand this—and back local blending capacity, African-language model development, and continental data infrastructure—are positioning for the decade when those gaps close. The ones waiting for foreign platforms to solve it for them are repeating the dependency cycle both sets of editorials are warning against.
